Although Annex 17 is the primary reference for Security, operational defense and response procedures are scattered in other documents to ensure comprehensive coverage.

ICAO Annex 2 (Rules of the Air)

  • Unlawful Interference:
    • The pilot-in-command shall attempt to notify the appropriate ATS unit of this fact, any significant circumstances associated therewith and any deviation from the current flight plan necessitated by the circumstances.
    • If unable to communicate, shall use the transponder code 7500 (Mode A).
  • Interception:
    • Establishes standard signals and maneuvers for intercepted aircraft (e.g., follow instructions, rock wings, lower gear).
    • Non-compliance with interception instructions may be treated as a security threat.

ICAO Annex 6 (Operation of Aircraft)

Focuses on flight deck protection:

  • Reinforced Cockpit Door: Required on passenger aircraft of over 45,500 kg or with a passenger seating capacity greater than 60.
    • must be resistant to penetration by small arms fire and grenade shrapnel.
    • must be capable of being locked and unlocked from either pilot’s station.
  • Monitoring: Means shall be provided (e.g., peephole, CCTV) for monitoring the area outside the door to identify persons requesting entry.
  • Checklists: The operator shall establish checklist procedures for searching the aircraft for concealed weapons, explosives or other dangerous devices (e.g., pre-flight).

ICAO Annex 14 (Aerodromes)

  • Fencing: Fences or other suitable barriers shall be provided to prevent the entrance to the movement area (airside) and other facilities.
  • Isolated Aircraft Parking Position:
    • An isolated aircraft parking position shall be designated for the parking of aircraft known or believed to be the subject of unlawful interference.
    • Location: At least 100 meters from other parking positions, buildings or public areas.

ICAO Doc 4444 (PANS-ATM)

  • ATC Procedures:
    • The controller shall attend to the requests of the aircraft (levels, routes) without compromising the safety of others.
    • Minimize instructions that might jeopardize the crew (assume hijackers are listening/monitoring).
    • Notify immediately the appropriate authority and other ATS units.
    • Covert confirmation of code 7500 if no clear verbal communication is possible.
