SAR Organization: State Responsibilities, SRR Design, and International Cooperation
State Responsibilities
- Contracting States shall arrange for the establishment and provision of search and rescue services within their territories on a 24-hour basis.
- SAR Regions (SRR): Shall be established to cover the entire area. Regions should not overlap and neighboring regions should be contiguous.
- Over the high seas or areas of undetermined sovereignty, responsibility is determined by regional air navigation agreements.
Cooperation
States should permit immediate entry of rescue units of other States to search for accident sites and rescue survivors, coordinating with the local RCC.
