National Organization

Each Contracting State shall:

  1. Have as its primary objective the safety of passengers, crew, ground personnel and the general public.
  2. Establish a written National Civil Aviation Security Programme.
  3. Ensure that security measures take into account the safety, regularity and efficiency of flights.

Airport Organization

  • Each airport serving civil aviation shall establish an Airport Security Programme (written).
  • An authority responsible for coordinating the implementation of security controls (assisted by an airport security committee) shall be designated.
  • The architectural and infrastructure-related requirements necessary for the optimum implementation of civil aviation security measures shall be integrated into the design and construction of new facilities.
